New ENERGY STAR Procedures
for Modular Homes
The Manufactured Housing Research Alliance (MHRA) is pleased to
invite you to participate in the launch of the new ENERGY STAR for
Modular Homes program. Working with modular builders, the US Environmental
Protection Agency and other stakeholders, MHRA developed new procedures
for qualifying modular homes for the ENERGY STAR label. The new
procedures are designed to take advantage of and leverage the quality
control and building methods already used by modular builders.
Highlights of the new ENERGY STAR modular home qualifying program
include the following:
- Instead of a requiring a third party inspection of each home
(required of site builders), the modular plant completes a one-time,
ENERGY STAR certification. The factory is then responsible for
maintaining quality and conformance to ENERGY STAR requirements
using the factory's existing in-plant quality assurance procedures.
- The plant applies a Quality Assured label to the ENERGY STAR
homes they build. This label, furnished by MHRA, indicates to
the builder that the home is ready to be completed as an ENERGY
STAR home. The factory provides the builder with a list of those
ENERGY STAR items that must be completed at the site.
- Completion of the ENERGY STAR home is the builder's responsibility.
The builder completes the items indicated on the list provided
by the factory. Conformance with the ENERGY STAR requirements
in the field is verified by a third party rater. The rater is
required to test a sample (one in seven) of the homes built by
each builder.
- At the completion of construction and verification of the ENERGY
STAR features, the rater provides the builder with a second label,
a blue ENERGY STAR label, available from MHRA. The two labels
signify that the home qualifies under the national ENERGY STAR
program.
Through the end of 2008, the program will be operating as a pilot
open to all modular companies and their builders. Modular companies
interested in building ENERGY STAR homes using the new procedures
should complete the Pilot
Program Registration Form and return it to MHRA. For further

Some state and local programs that provide incentives for ENERGY
STAR construction may have additional construction and/or procedural
requirements that exceed this national program.
